What I'm about to say is basically fan theory, but Chaos dang it, it makes too much sense. This game takes place after SA2, Heroes, and Shadow, only three games when Shadow is always carrying Chaos Emerald when using his powers. Throughout the game, Shadow uses plenty of Chaos abilities and has Chas Emerald. You might have noticed I missed one game where Shadow plays a key role. If you look at the very first game the answer seems to be yes, he needs Emeralds to Chaos Control.
